Microterrorism on a massive scale may turn out to be the most effective terror weapon of all. It's terror with only a cutting edge, or a thrusting point (and where guns are readily available, a revolver and/or a riffle and a bullet).

Children born into a traditional Muslim household, through observations and the performance of rituals where animals are horribly slaughtered, grow up comfortable killing with a knife. This familiarity was evident in Islamic State being able to use raw recruits to casually behead hundreds, perhaps thousands of captives with only a knife at their disposal.
It's not enough to teach children how to kill animals, a skill which can easily be transferred to human. You have to overcome in humans a resistance to killing one's own kind even when you are told it is the right thing to do.
